You find the PickLock after you build a Hut or a Treehouse on the First Island. The picklock can be used to open the locked chest on the First Island. In the chest you will find a starfish, a map and a spade. Upon digging on the location indicated on the map a short cutscene will play showing the Pirate appearing.
